Rockwood Is the Serviced Part of Guelph/Eramosa, So a Basement Suite Is on the Table

Rockwood is the one fully serviced urban centre in the Township of Guelph/Eramosa: Township water, and a Township sanitary system that pumps to Guelph for treatment. That is what makes a legal basement apartment feasible here, because the zoning by-law only allows an additional unit where servicing capacity exists. The Eramosa River, GRCA lines and older stone houses are the other half of the answer.

What Guelph/Eramosa zoning allows on a Rockwood lot

Additional residential units in the Township are governed by Section 4.4 of Zoning By-law 40/2016, as amended by By-law 46-2022 and consolidated in December 2022. A maximum of two ARUs are permitted per lot in any zone where a single detached, semi-detached or townhouse dwelling is permitted, and the Township's guide names the zones that carry them: Agricultural (A), Rural Residential (RR), Village Residential Low Density (R1) and Village Residential Medium Density (R2). Only one ARU may sit inside the principal building and only one in an ancillary building such as a garage or carriage house. Stacked and cluster townhouses get none.

The size rule is 45 per cent of the main dwelling's floor area up to 130 square metres, with cellar and attic counted where they qualify as habitable rooms. The exception that matters in a village of full basements: if the ARU is located in a basement, it may occupy the whole of the basement. A detached ARU must be within 60 metres of the house, no taller than 5 metres if it takes the whole building, and screened to the Township's satisfaction; a garden suite cannot share the lot.

Parking is one space per ARU on top of the two for the house, and the ARU space may be tandem. A stall is 2.7 by 5.4 metres. Driveway access for both units is limited to one access with no new street entrance except on a corner lot, and a driveway may be no wider than 50 per cent of the lot width or 7.5 metres. Two more general conditions apply everywhere: no ARU within hazardous lands identified by the Grand River Conservation Authority, and no ARU without appropriate water and sanitary servicing capacity to the Township's satisfaction. If your property is in the Rockwood Ridge subdivision, the guide sends you to Zoning By-law 34-95 instead.

Permits, drawings, fees and the Cloudpermit process

The Township requires a building permit for the construction or alteration of any structure over 10 square metres, and lists renovations, structural alterations, basement excavation or new foundation, and plumbing and heating changes among the jobs that need one. Painting, tiling, cabinets and countertops, and removing a non-load-bearing wall in a single or semi do not. Establishing an ARU always needs a permit, and accessory apartments must conform to the Zoning By-law before a permit can be issued; where the zoning cannot be met, planning approval comes first through the Planning Technician.

Applications go through Cloudpermit, the Township's online portal, and the Building Department sorts ARUs into three types: basement or internal conversion, addition, and ancillary building. Expect to file the provincial Application for a Permit to Construct or Demolish with its schedules, an Owner Authorization Form if you are not the owner, a comprehensive site plan or survey, one full set of construction drawings, an Energy Efficiency Design Summary if required, and a Septic System Evaluation Form or a separate septic permit application where the lot is not on Township sewer. Site plans are required on every application, and CADD files are not accepted.

Fees come from Building Department Fees and Charges By-law 04/2024, last consolidated 9 December 2024 and still the schedule the Township links today. Renovations and finished basements are $0.64 per square foot with a $146 minimum; new multi-unit buildings and accessory apartments are $1.66 per square foot; additions are $1.50 per square foot; underpinning of an existing foundation is $3.39 per linear foot; plumbing fixtures are $17 each; a change of use is $158. An illegal building draws 100 per cent of the permit fee on top. The Township takes cheques and Interac e-transfers, and no credit cards. Development charges are not collected for a second unit in an existing house.

Servicing, the Eramosa River and GRCA regulated areas

Servicing decides feasibility before anything else. Wellington County's 2022 servicing analysis describes Guelph/Eramosa as two fully serviced areas, the Rockwood urban centre and the Gazer Mooney area, one partially serviced hamlet with municipal water only at Hamilton Drive, and numerous privately serviced hamlets. Rockwood runs on a Township water system and a Township sanitary collection system: more than 20 kilometres of gravity sewer, five pumping stations and a pre-treatment plant that sends flows by forcemain to the City of Guelph wastewater treatment plant. The Township told the County that the agreement can support build-out of the current village limits, with negotiations expected to cover allowances for accessory units. Outside the village, on Eden Mills, Everton or a rural lot, the second unit rides on the septic system and the ARU application carries a septic evaluation or a separate septic permit.

The Eramosa River runs through the centre of the village, and the Rockwood Conservation Area sits on both sides of it, with limestone cliffs, more than 200 potholes and a dozen caves. The GRCA regulates river valleys including their floodplains and slopes, wetlands and hazardous lands under Ontario Regulation 41/24, and its policies, revised 26 September 2025, add a 15-metre allowance beyond the regulatory floodplain and require a 6-metre setback from the erosion hazard on valley slopes. Development includes additions, garages, sheds, grading and any change of use, so a walkout stairwell or an addition on a river lot needs a GRCA permit before the Township's. Fees start at $465 for a minor development application and $675 for a standard one; a title clearance inquiry is $255.

Heritage is the last overlay. Under By-law 8-1981 the former village designated the Rockwood Academy, built in 1850, the Rockwood Cemetery from 1840 and St. John Anglican Church under Part IV of the Ontario Heritage Act.

Rockwood's housing stock, era by era

The village grew around the Eramosa's water power, and in 1867 a woollen mill opened on the river; its 1884 stone replacement stands in ruins inside the conservation area. The mill closed in 1931, the GRCA acquired the land in 1959 and the park opened in 1963. The village core still carries that century: random-rubble limestone walls like the Academy's, stone churches, and frame and brick houses with shallow cellars, low joists and fieldstone foundations. In a house of that age the whole-basement allowance means little until the ceiling is measured; the Building Code accepts 1.95 metres over a basement second unit, and underpinning to get there is permit work priced by the linear foot.

The township's growth is recent: 10,176 people in 1996, 12,066 in 2006 and 13,904 in 2021. Most of it landed in Rockwood's subdivisions on the ridge and the south side of the village, the areas the zoning by-law addresses through its Rockwood Ridge and Rockwood South Village provisions. Those houses are the easy ARU candidates: poured foundations, full-height basements, a two-car driveway that already makes the tandem count, and a sanitary connection in the street. The check that matters there is whether the builder left a side yard wide enough for a stairwell and whether the lot backs onto the river valley.

How HMH sequences a Rockwood job

Before we quote a Rockwood address we pull the zone on the Township's interactive planning map, run the lot through the GRCA's Map Your Property tool, and confirm whether it is on the Rockwood sewer or a septic bed, because that answer changes the application and, on a private system, whether a second unit is possible at all. Then we put a tape on the basement ceiling and the driveway.

The separate basement entrance is where most suites start: engineering, the permit, excavation, forming and pouring the stairwell, setting the door and sill, waterproofing and back-grading and the drain tie-in, with the site work done in three days. Because the by-law limits both units to one driveway access, we site the stairwell off the existing drive or through the side yard rather than proposing a new curb cut, which would need an Entrance Permit.

Can I put a basement apartment in my Rockwood house?

In most of the village, yes. Zoning By-law 40/2016 permits up to two additional residential units on a lot with a single detached, semi-detached or townhouse dwelling in the A, RR, R1 and R2 zones, and a unit located in a basement may occupy the whole of the basement. The condition is servicing: an ARU is only permitted where appropriate water and sanitary capacity is available to the Township's satisfaction, which is why the serviced village works and a septic lot needs an evaluation first.

Is Rockwood on municipal sewer or septic?

The village is on Township water and a Township sanitary sewer. In practice a separate exterior entrance is cleaner for tenants, fire separation and resale. The Township counts a new basement stairwell as permit work, and HMH builds the separate entrance in three days. On a river lot, check the GRCA regulated area before you dig.

My house backs onto the Eramosa River. Can I still add a unit or a walkout?

Possibly, but the GRCA rules first. The Township's zoning bans ARUs within hazardous lands identified by the conservation authority, and the GRCA regulates the floodplain plus a 15-metre allowance and the valley slope erosion hazard, requiring a 6-metre setback from it. A stairwell, addition or shed is development under Ontario Regulation 41/24 and needs a GRCA permit, from $465 for a minor application. An interior basement suite that adds no footprint is the easiest case.

Can I build a detached unit in my Rockwood backyard?

Yes, one per lot, inside an ancillary building such as a garage or carriage house. It must be on the same lot within 60 metres of the house, cannot be severed, must be screened to the Township's satisfaction, and cannot be taller than the house. If it takes the whole building it is capped at 5 metres and must meet the zone's yard setbacks. What does the Building Code require inside a basement second unit?

The Province's guide sets a 1.95-metre ceiling over the required floor area of a basement second unit, a 30-minute fire separation between units and common areas, reducible to 15 minutes with interconnected smoke alarms throughout the house, smoke alarms on every level and in each bedroom, and carbon monoxide alarms near sleeping areas where there is a gas furnace or attached garage. Bedroom egress windows need at least 0.38 square metres of clear opening. Development charges are not collected on a second unit in an existing house.
