What Puslinch zoning allows on your lot
The rules sit in section 4.2 of Comprehensive Zoning By-law 023-18, consolidated June 2024, and apply in any zone where a single detached, semi-detached or townhouse dwelling is permitted. A lot may carry a maximum of two additional residential units: one attached, within or added onto the house, and one detached, in an ancillary building such as a garage or shed. A garden suite cannot share the lot with them.
Each unit is capped at 45 per cent of the principal dwelling's floor area to a maximum of 130 square metres, counted by habitable room, with one exception that matters for most Puslinch houses: a unit located in the basement may occupy the whole of the basement. Each unit needs its own separate, private entrance. The driveway must be shared and limited to one, so no new entrance from the road is created, and each unit needs one parking space, which may be tandem; the Township's ARU guide reads that as three spaces on site.
A detached unit must sit within the existing building cluster and within 40 metres of the house, no taller than 5 metres, or 8 metres if the unit is above the first storey. Two conditions apply to every unit: appropriate individual on-site sewage and water services must be approved for the lot with adequate capacity for the additional unit, and no unit is permitted in hazardous lands regulated by the conservation authority.
Permits, drawings, fees and the ARU grant
Puslinch takes building permit applications through Cloudpermit, and a permit is required for a basement finish, for work that adds or relocates plumbing, for removing a load-bearing wall, and for creating an additional residential unit in an existing house or detached accessory building. The ARU guide asks for a dimensioned site plan showing every structure, the sewage system tank and leaching field, and the well, and states that the existing septic will need to be reviewed. The Finished Basement guide goes further: if the design adds bedrooms or plumbing fixtures, a qualified sewage system designer must analyse the current system to confirm it can support the new construction. Drawings must show fire separation assemblies, ceiling heights below ducts and beams, and window sizes.
Fees are set by User Fees and Charges By-law 2025-084, passed 29 October 2025 and in effect 1 January 2026, and summarized on the Township's schedule dated 23 March 2026. Interior finishes and alterations are $0.62 per square foot; new residential floor area, which covers an addition, is $2.36 per square foot; the minimum permit fee is $189. A new septic system permit is $766 and altering or extending an existing system is $573. An occupancy permit is $189 and a revision to approved plans $382. Fees are paid at application, and inspections are booked through Cloudpermit.
The Township's ARU Grant Program, funded with the County of Wellington and open from May 2026 to September 2027, offers $10,000 to $15,000 per unit to a maximum of $20,000 per property, on condition that the permit is issued first and the unit is rented long-term at no more than 80 per cent of CMHC average market rent.
Septic, Mill Creek, Puslinch Lake and the GRCA
Servicing comes first. Section 4.23 of the zoning by-law makes private servicing capability a prerequisite to development: the lot must be shown to be big enough for the dwelling and its individual water and sewage system envelopes under the Building Code and O. Reg. 903. A septic permit means a Class 4 design by a qualified designer with a test pit, groundwater and bedrock elevations, a percolation time and daily design flow; holding tanks are not permitted. The applicable-law checklist also sends you to the Wellington Source Water Protection map, and in a vulnerable area a screening form goes in with the permit.
Mill Creek and Puslinch Lake are Grand River Conservation Authority territory. Under Ontario Regulation 41/24 the GRCA regulates land in and near rivers, streams, ponds, wetlands, steep slopes and floodplains, and its examples of work needing a permit include septic systems, home additions and garages. Map Your Property has a Puslinch view, but the regulation applies whether an area is mapped or not. The County's Official Plan puts the central area of Aberfoyle within the floodplain of Mill Creek: no new development below the Regulatory Floodline, no conversion of commercial buildings to residential there, and additions and renovations to existing buildings need GRCA approval. Around Puslinch Lake, no filling of any kind without GRCA's written consent, and an environmental impact study may be required. The zoning by-law adds its own buffers: 30 metres from a Natural Environment zone, septic bed included, and 30 metres from a cold-water watercourse. GRCA's schedule, effective 26 April 2024, prices a minor addition at $465.
Puslinch's housing stock, era by era
Puslinch's housing was built in layers, and the layer sets the job. Aberfoyle was settled in the 1840s at the headwaters of Mill Creek, which powered the first mills; Morriston, on Highway 6, is a designated secondary urban centre under the Greenbelt Plan. The older houses in both villages and the smaller settlements are where the Township's 109 heritage-register properties concentrate; all are de-listed on 1 January 2027 unless designated, and a listed property only slows a demolition, not a renovation. Old village basements are also where headroom is likeliest to fall short.
Puslinch Lake is a different story. Cottage subdivisions arrived in the 1920s, and the County notes that since the 1950s many summer cottages have been replaced by permanent single-detached homes; along the private roads, development is limited to infilling, and the septic and lake-quality policies are strict. The Township grew from 4,943 people in 1991 to 7,944 in 2021, and much of the newer housing is in the Country Residential areas the County defines as low-density rural subdivisions on individual services. These estate lots, with a full-height basement, a wide side yard and a septic bed sized for a large house, are where a legal suite or detached unit is most realistic, provided the capacity analysis agrees.
Whatever the era, the Township's ARU design sheet lists what the drawings must prove: a 30-minute fire separation between units, or 15 minutes with interconnected smoke alarms, self-closing 20-minute doors, a duct smoke detector where one furnace serves both units, 2.11 metres of ceiling in a house less than five years old or 1.96 metres over required room areas and under beams in an older one, and an escape window or second path out of the lower unit.
