Georgetown is the largest community in Halton Hills, and since December 2024 the Town's zoning has allowed two additional residential units on a fully serviced lot. The floor-area caps that apply elsewhere in the house do not apply to a unit that sits entirely in the basement: it can use the whole floor. What Halton Hills zoning allows on a Georgetown lot
The rules changed on 9 December 2024, when Council passed By-law 2024-0098 alongside Official Plan Amendment 58; the appeal period closed on 2 January 2025 with no appeals. An additional residential unit, or ARU, is a dwelling unit within or detached from a single detached, semi-detached or townhouse dwelling, permitted in every residential zone where those house types are permitted.
A fully serviced lot can carry two ARUs in one of two configurations: two units inside the main building, together no more than 60 per cent of its floor area or 220 square metres, whichever is less; or one unit inside at 40 per cent or 110 square metres plus one detached unit at 40 per cent or 90 square metres. The clause that matters most in Georgetown is the basement exception: a unit completely contained within the basement may occupy its entire floor area. On a two-storey with a full basement, that is a real two-bedroom suite rather than a one-bedroom.
Parking is two spaces for the main dwelling plus one per ARU, each 2.75 by 5.5 metres on the driveway. The driveway can go to 7.0 metres wide provided 40 per cent of the front yard stays soft landscaping, there is one driveway per lot, and every unit shares it. If the count fails, the route is a minor variance through the Committee of Adjustment. Every ARU must also be registered under By-law 2023-0060 before anyone moves in; occupancy of an unregistered unit is not permitted.
Permits, drawings, fees and registration
Halton Hills takes building permit applications electronically through its online form, and drawings must meet the 2024 Ontario Building Code, in effect since 1 January 2025. The Town's registration guide spells out a complete ARU application: a dimensioned site plan with setbacks, every parking space, all exterior entrances including walkout stairs, and any egress window and well; existing and proposed floor plans with room sizes, ceiling heights at the lowest bulkhead, fire separations, and smoke and carbon monoxide alarms; sections through window wells and egress windows; and a water service sizing calculation. An owner may draw a single ARU; two units in one house need a Ministry-registered designer with the Small Buildings qualification.
Fees are paid at submission under Fee By-law 2025-0104, in effect 1 January 2026: basement finish $9.64 per square metre; alterations and renovations $10.42 per square metre; a flat $278.97 for walkouts, exterior stairs and ramps; additions to a house under 475 square metres at $23.54 per square metre; and a $263.37 small-residential minimum that covers plans review and two inspections. ARU registration is $1,252.54 on its own, or $262.47 when the unit was built under a permit and passed every inspection. Start without a permit and the fee is 1.5 times the full amount.
After issuance, Building Services inspects the mandatory stages, an occupancy permit is issued and the unit goes on the public ARU registry. The Province collects no development charges on a second unit in an existing house. Renting an unregistered unit exposes an individual to a fine of up to $50,000.
The Credit River, Silver Creek and the escarpment
Georgetown sits on the Credit River, and Silver Creek, which powered the town's first mills, runs through it; Georgetown South is the farmland south of the creek. Glen Williams is a mill hamlet on the Credit itself, with spring floods on record in 1910 and 1912. Both valleys are Credit Valley Conservation territory. Under the Conservation Authorities Act, development in floodplains, shorelines, wetlands and watercourses needs a conservation permit, and Halton Hills will not issue a building permit until applicable law is satisfied, which may mean approvals from agencies such as conservation authorities.
The Province's timelines: completeness is confirmed within 21 days, and a complete application with no decision after 90 days can be appealed to the Ontario Land Tribunal. A conservation permit does not mean you can start building; the building permit still follows. On a ravine lot or anywhere in the Glen, we treat that as the first question.
The Niagara Escarpment bisects Halton Hills from southwest to northeast. Properties inside the Niagara Escarpment Plan Area are excluded from the Town's zoning by-law, ARU provisions included, and certain development there needs a Niagara Escarpment Development Permit, which the Commission calls similar to a building permit; its interactive map shows whether a property is inside. Servicing is the last check: the two-unit allowance is for fully serviced property. In hamlet residential and rural cluster zones a detached ARU must share the house's septic system, and where a septic system exists the application must include an assessment showing it can serve both.
Georgetown's housing stock, era by era
Georgetown took its name in 1837, when the Silver Creek mills changed hands and the settlement was renamed. The builder of Rexdale bought farms here and built the Delrex subdivision in the 1950s; Moore Park followed in 1962. The census shows the jump: 3,452 people in 1951, 10,298 in 1961, 17,053 in 1971. Georgetown South opened in 1989 on the farmland south of Silver Creek, with Arbour Glen and Stewart's Mills inside it, and Trafalgar Country came in the mid-1990s and early 2000s. By 2021 the count was 44,058.
For a basement suite, the era sets the ceiling. The Code minimum in a secondary suite is 1,950 millimetres, and 1,850 under beams and ducts, hence the Town's demand for heights at the lowest bulkhead. Where a basement misses it, underpinning to increase headroom is itself permit work in Halton Hills. A bedroom without a door outside needs an egress window with 0.35 square metres of clear opening, no dimension under 380 millimetres, and 550 millimetres of clearance in the well.
Two overlays sit on the older streets. The Town's Heritage Register is heavy with Georgetown entries, plus Glen Williams, Norval, Stewarttown and Limehouse; a listed property needs 60 days' notice before demolition, and while Council consent is not required to alter one, the Town strongly encourages talking to heritage staff first. Mature Neighbourhood zones cap lot coverage at 40 per cent for one and one-and-a-half storeys and 35 per cent for two, rising to 45 per cent once an ARU is established.

Do I need a permit to finish my basement in Georgetown?
Yes. Halton Hills requires a permit for the alteration or renovation of a house, and its 2026 fee schedule prices a basement finish at $9.64 per square metre, with a $263.37 minimum for small residential work that includes plans review and two inspections. Completing a roughed-in bathroom, adding plumbing, and adding or removing a structural wall are each listed as permit work. Installing cupboards without plumbing and painting are not. If the finish is really a future apartment, permit it as an ARU now rather than converting later.
How many units can I add to my house in Georgetown?

What does it cost to register a basement apartment in Halton Hills?
$1,252.54 for a stand-alone registration in 2026, or $262.47 when the unit was built under a building permit and passed all its inspections. The building permit fee is separate. Registration is not optional: under By-law 2023-0060 occupancy of an ARU is not permitted unless it is registered, and an individual who keeps renting an unregistered unit can be fined up to $50,000. Registered units go on the Town's public ARU registry and get periodic Fire Department inspections.
My Georgetown basement apartment has been there for years. Can I make it legal?
Yes, through the Town's registration process, and the path depends on the unit's age. If you can prove it existed on or before 14 July 1994, with tenant affidavits, tenancy agreements and cancelled cheques, or tax statements showing rental income, it can be brought up to the Ontario Fire Code Retrofit section 9.8 through Fire Department inspection. A newer unit is inspected against the Building Code, and a house more than five years old may use the less restrictive Part 11 compliance alternatives. Expect upgrade work, and a permit for it, before registration.
Can I build a garden suite in my Georgetown backyard?
Yes, in the interior or rear yard, within the Town's detached-ARU standards. In urban residential zones the unit is capped at 90 square metres or 40 per cent of the main house, whichever is less, and its roof must be at least 1 metre lower than the house's, to a maximum of 6.5 metres. Setbacks are 1 metre from an interior lot line with no windows facing it or 2 metres with windows, and 1.5 metres from the rear line, with no doors or balconies facing either. You need clear access to the rear yard and total lot coverage of 60 per cent or less.
My house backs onto the Credit River or Silver Creek. Can I still add a unit or an addition?
Often yes, but the conservation authority decides first. Development in floodplains, shorelines, wetlands and watercourses needs a permit under the Conservation Authorities Act, and Halton Hills says a building permit cannot be issued until applicable law is met, which may require approvals from agencies such as conservation authorities. The authority confirms a complete application within 21 days, and you can appeal to the Ontario Land Tribunal if there is no decision within 90 days. An interior basement suite adds no footprint; a walkout or addition that pushes into the valley is where the review gets serious.
