Second units and basement work in Vaughan
Between 1996 and 2006 it was the fastest-growing municipality in Canada, and most of what went up through Vellore Village, Sonoma Heights, Patterson and the newer parts of Kleinburg in that stretch was built with a deep basement, a rough-in already sitting in the slab, and grade that drops away toward the rear of the lot. Across a lot of the GTA the first conversation on a suite job is about underpinning or bench footings to buy headroom. In north and west Vaughan that conversation usually doesn't happen. The height is already there, and the job is a straightforward entrance, egress and fire-separation build rather than a structural rescue.
Where Vaughan does get particular is who is allowed to swing the hammer. The City requires renovators and contractors to hold a City of Vaughan business licence to work here — it is one of the few municipalities in the region that licenses the trade itself rather than just the permit. The City says plainly that homeowners are entitled to ask, and to phone in and verify licence status before hiring. Do it. Ask every contractor bidding your Vaughan job to show you theirs before you sign anything, and treat a shrug as your answer.
The second Vaughan-specific thing to know before you spend money on drawings is that a secondary suite is flatly not permitted in the Woodbridge Special Policy Area, or anywhere within a floodplain. That is not a hurdle you negotiate — it is a hard no. The Woodbridge SPA exists because the East Humber meets the main Humber right there, and the old village core has been sitting in that floodplain since long before Hurricane Hazel. If your address is in the historic Woodbridge core, the honest answer may be that a legal suite is off the table, and a finished basement for your own family, a proper addition, or a garage conversion is the better use of the budget. We check the mapping before you pay for anything.
On the flagship work — the separate entrance — Vaughan is clear that a side or rear entrance is fine, provided the path to that door is unobstructed and hard-surfaced at a minimum of 1.2 metres wide. That width drives the layout. On a tight semi or a street townhouse in Maple or Concord, the walkway is often what decides whether the stair lands on the side or has to go to the rear, and it is worth settling on paper before excavation rather than discovering it at inspection. Our standard separate entrance and walkout is a three-day build: cut, excavate, form and pour the stairwell and landing, set the door and drain, backfill and restore. Three days of noise, not three weeks.
From there we handle the rest of it — the suite itself at no less than 35 square metres and no more than 45 per cent of the house's gross floor area, the three on-site parking spaces the City requires, the fire separations between units, interconnected smoke alarms, CO alarms, and the water distribution piping upgrade the Building Code can trigger on a second kitchen. Drawings by a qualified designer, permits filed and carried by us, inspections booked and attended. Twenty-five years, WSIB covered, fully insured, out of our Mississauga office.
Contractor Licensing
Vaughan requires all renovators/contractors to hold a City of Vaughan business licence to work in Vaughan. The City tells homeowners they have the right to ask a contractor if they are licensed, and to contact the City to verify licence status before hiring. Service Vaughan / By-law and Compliance, Licensing and Permit Services: 905-832-2281. This is unusual in the GTA and is the strongest trust hook on this page.
Where Suites Are Not Allowed
The City states secondary suites are not permitted: in the Woodbridge Special Policy Area; within a floodplain; or in dwellings used for a bed and breakfast, home occupation, private home tutor, private home daycare, or group home. The Woodbridge SPA is a provincially recognised flood-vulnerable area at the confluence of the East Humber and main Humber Rivers (TRCA), with ice-jam history near Legion Court Road and Langstaff Road, and the 1962 Woodbridge Channel as the mitigation works. TRCA permits govern valley-land properties.
Eligible Properties Secondary suites are only allowed in specific single detached, semi-detached and street townhouse dwellings.
Size A secondary suite may occupy up to 45 per cent of the gross floor area of the main dwelling, and not less than 35 square metres.
Parking An eligible dwelling must have at least three parking spaces. Spaces must be on a properly surfaced driveway, garage or carport; street parking does not count. One additional space is required per additional residential unit.
Entrance A side or rear entrance is permitted provided the path to the entrance is unobstructed and paved with hard-surface landscape material at least 1.2 metres wide. Directly relevant to separate-entrance and walkout layout.
Permit Route
New suites, or suites built after July 14, 1994, must comply with the Ontario Building Code and require a building permit from Building Standards, with drawings prepared by an architect, professional engineer or qualified designer. Suites built before July 14, 1994 go a different route: the owner contacts Vaughan Fire and Rescue Service (VFRS) for a fire code inspection, and a building permit is obtained for any required upgrades, with a VFRS final inspection.
Fire and Life Safety
Interconnected smoke alarms outside all sleeping areas and on every floor level of each unit; CO alarms outside all sleeping areas in each unit; fire separation in the floor between the suite and the primary dwelling, or a vertical fire separation where the suite is on the same floor.
Plumbing The City flags OBC Division B, 7.6.3.1: there may be a requirement to upgrade the water distribution piping system. Worth pricing up front on second-kitchen jobs.
Heritage
Vaughan has four Heritage Conservation Districts: Kleinburg-Nashville, Maple, Thornhill and Woodbridge. Properties in an HCD need a heritage permit for additions, alterations or demolition affecting appearance, reviewed by Cultural Heritage staff, Heritage Vaughan Committee and Council. A new exterior side entrance in any of those four village cores is an exterior alteration — build the heritage review into the schedule.
Zoning Comprehensive Zoning By-law 001-2021, amended by By-laws 082-2025 and 083-2025 (Council, March 25, 2025) to bring additional residential unit permissions in line with the Planning Act.
Housing Stock
Vaughan was the fastest-growing municipality in Canada from 1996 to 2006 (Statistics Canada, roughly 80 per cent growth), after growing from about 29,700 people in 1981 to about 111,400 in 1991. Practical effect: the housing stock skews very young by GTA standards. Vellore Village, Sonoma Heights and the newer Woodbridge subdivisions are largely late-1990s to mid-2000s; Patterson, Carrville and the Kleinburg expansion are 2000s to 2010s. These homes generally have full-height basements, existing rough-ins and graded lots that suit lookouts and walkouts. The older stock is concentrated in south Vaughan — Thornhill (Beverley Glen, Brownridge, Crestwood-Springfarm-Yorkhill) and Concord, largely 1960s to 1980s — plus the historic village cores of Woodbridge, Maple, Kleinburg and Nashville, where headroom, existing framing and heritage controls all need checking on site.
